Carlos M. Travieso-González received the M.Sc. degree in 1997 in Telecommunication Engineering at Polytechnic University of Catalonia (UPC), Spain; and Ph.D. degree in 2002 at University of Las Palmas de Gran Canaria (ULPGC-Spain). He is currently a Full Professor in signal processing and pattern recognition and the Head of the Signals and Communications Department, ULPGC, teaching on subjects on signal processing and learning theory, since 2001. He has researched in more than 50 International and Spanish Research Projects, some of them as head researcher. He is co-author of 4 books, inventor on 7 Spanish patents, co-editor in 24 Proceedings Book, Guest Editor for 8 international journals and up to 22 book chapters and 72 JCR-ISI indexed journal papers. He has over 450 papers published in international journals and conferences. He has published a patent and two more under revisions. He has been supervisor on 8 PhD Thesis (and 12 more in process), and 140 Master Thesis. He is/was evaluator in H2020 (EU), ANR (France), MRC (UK), ANECA (Spain), DAAD (Germany), Argetinian Government, Colombian Institutions, and Academics positions (EEUU, Slovenia, Spain). Too, he has been reviewer in different indexed international journals (>65) and TCP member in international conferences (>200), since 2001. He has been General Chair in APPIS 2021/2020/2019/2018, IEEE-IWOBI 2020/2019/2018/2017/2015/2014, InnoEducaTIC 2017/2014, IEEE-INES 2013, NoLISP 2011, JRBP 2012 and IEEE-ICCST 2005 Co-Chair. He won award "Catedra Telefonica" in editions 2017, 2018 and 2019 in Transfer Technology Modality. He was Vice-Dean from 2004 to 2010 and from 2013 to 2017 in Higher Technical School of Telecommunication Engineers in ULPGC.

Chi-Hua Chen is a distinguished professor (Minjiang scholar and Qishan scholar) for the College of Computer and Data Science of Fuzhou University and a chair professor for the Navigation College of Dalian Maritime University in China. He also serves as a research associate & adjunct professor for American Alliance for International Education in United States of America (USA) and a research degree supervisor for University of Technology Sydney in Australia. He received his Ph.D. degree from the Department of Information Management and Finance of National Chiao Tung University (NCTU) in 2013. Furthermore, he served as an assistant professor for the Department of Industrial Engineering and Engineering Management of National Tsing Hua University, the Department of Information Management and Finance of NCTU, the Department of Transportation and Logistics Management of NCTU, the Department of Communication and Technology of NCTU, the Bachelor Degree Program of Digital Marketing of National Taipei University, and the Department of Information Management of National Kaohsiung University of Science and Technology. He also served as a research fellow for the Internet of Things Laboratory of Chunghwa Telecommunication Laboratories. He has published over 300 academic papers (e.g., IEEE Internet of Things Journal, IEICE Transactions on Information and Systems, IEICE Transactions on Fundamentals of Electronics, Communications and Computer Sciences, ISPRS International Journal of Geo-Information etc.). He serves/served as an editor for several international journals (e.g., Scientific Data (Nature), IEEE Access, IEEE Open Journal of Intelligent Transportation Systems, IEICE Transactions on Information and Systems, ISPRS International Journal of Geo-Information, Scientific Reports (Nature), etc.). He also serves/served as a chair for several international conferences and workshops (e.g., AAAI 2022 (one of top conferences) Worskhop, WWW 2021 (one of top conferences) Workshop, IEEE BIBM 2021 Workshop, IEEE TrustCom 2021 Workshop, IEEE ICCE-TW 2021, DASFAA 2021 Workshop, IEEE ICC 2020, IEEE BIBM 2020 Worskhop, IEEE TrustCom 2020 Workshop, IEEE ICCE-TW 2020, etc.).
